Planning Performance Agreement Local Plan

Performance planning agreements (AAEs) are a project management tool with which the local planning authority and candidates can agree on schedules, actions and resources for processing certain applications. An AAE should improve the speed and quality of decision-making, improve outcomes and facilitate better interaction between local authorities, developers and, where possible, other key players. An AAE should do more than just a decision schedule. At this point, officials can discuss whether a proposal would benefit from an AEA or whether a proposal is only able to move directly to the formal planning submission. See a copy of our standard planning agreement (pdf 211KB). Please read it carefully before contacting us on planning@lbhf.gov.uk and explaining the nature of your scheme. A planning officer is then assigned to the case and contacts you to move the case forward. Performance agreement planning is an ideal opportunity to identify the preferred approach to community engagement, including identifying the communities to be involved, the engagement process and the best approach to integrating their views. Agreements on planning benefits must be concluded in the direction of a Memorandum of Understanding. They are not considered a legally binding contract unless the parties wish to approach the contract in this way. It is helpful to be aware of one`s status in the planning performance agreement. Parties are invited to make available to the public the existence and content of a planning performance agreement so that the agreed process and agreed timetable are transparent.

Collaboration with the community prior to application is encouraged where it will add value to the process and outcome. It is mandatory to consult with the local community on a pre-application consultation for the design of applications for the development of wind turbines that involve more than 2 turbines or when the height of a turbine`s moulding exceeds 15 metres. In order to ensure transparency when local planning authorities charge for certain pre-enforcement services, it is highly recommended to provide clear information about this online: to conclude a planning agreement with us, please use the link below to complete a Platinum Pre-Application repository. With your pre-registration, you must download a Proforma [50.36KB] planning service contract, select a Platinum service level and pay the $500 down payment at the end of the online pre-registration form. For a major strategic development, the AAE can cover the early stages and include collaborative work on the vision, feasibility and development of local planning documents that support its implementation. AAEs can also cover the post-decision phases, such as .B consideration of the issues and conditions reserved when they have been agreed between the parties. All parties must regularly review progress in implementing the planning performance agreement and assume joint responsibility for resolving problems or slippages. If a pre-application is to be useful, a development proposal may change before submitting a formal planning application. This could solve problems identified in the pre-application phase and/or raise new issues that need to be discussed. i. clarity of decision-making times and the establishment of a specific planning committee to be implemented.
