For more than 30 years, the first source program has been an important part of the District of Columbia`s strategy to reduce unemployment in the city. First Source Law stipulates that all recipients of contractual agreements worth $300,000 or more are required to enter into a first-source employment agreement with the Department of Employment Services.

(XII) A strategy to ensure that residents working on the project or contract have permanent employment and training opportunities after completing the work at the place for which they were originally recruited and to review past practices regarding the subsequent employment of residents from one project or contract to another; Developers, general contractors and subcontractors working in the District of Columbia should exercise caution before entering into certain construction-related service delivery agreements.
