The General Assembly will carry out its duties with respect to the international trust system assigned to it under Chapters XII and XIII, including the approval of trust arrangements for territories that are not identified as strategic. A member of the United Nations against whom the Security Council has taken preventive or enforcement measures may, on the recommendation of the Security Council, be suspended from the exercise of the rights and privileges of the General Assembly. The Security Council can restore the exercise of these rights and privileges. The General Assembly, 1. Any international treaty or agreement subject to Article 1 of these regulations is automatically registered by the United Nations in the following cases: membership of the United Nations is open, in accordance with the Charter of the United Nations, to „all peaceful states that accept the obligations under the Charter of the United Nations and, according to the judgment of the United Nations. to fulfil these obligations.
